| In the early 1900's, it was
decided that the responsibility of the Iowa rural road system would be
divided between the state and counties. In Clinton County the
state has approximately 106 miles of primary paved roads. The
county maintains 200 miles of paved roads, 800 miles of gravel roads,
and over 300 bridges. The Code of Iowa requires all counties to
employ a licensed engineer to be in charge of the construction and
maintenance of all roads under the county's jurisdiction. The
County Board of Supervisors fixes the terms of the employment of the
engineer. All employees of the Secondary Road Department are hired
by the County Engineer, at the direction of the Board, to carry out the
duties of the Department. The Engineer is deemed by the Code to be
responsible for the efficient economical and good faith performance of
said work. It is the duty of the Board of Supervisors to establish
policies, such as the Snow
Removal Policy, and provide adequate funding in order to
properly maintain the secondary road system. Additional guidance
