| This permit allows the applicant or his
contractor to treat sectors of Secondary Roads with chemicals to control
dust. It is granted subject to the following:
Two materials are approved for use: Calcium
Chloride and Lignin Sulfonate. Used Motor Oil is Not an
Approved Material.
Contractors must be qualified to do dust control work
in Clinton County by approval of the County Engineer.
To assure coordination between county maintenance
personnel and the permit applicant, it is required that each applicant
fill out and turn in a dust control permit for each site to be treated.
The applicant or contractor must coordinate
application of material with the County Engineer's Office at (563)
244-0564 at least two (2) working days prior to application of the
material, to allow county maintenance personnel adequate time to prepare
the road. The Engineer's Office will notify the contractor when
the surface will be prepared. Material must be applied within 24
hours of preparation. This also applies to second applications
done later in the summer. Requests for second applications must be
made in writing.
Adequate warning shall be given during
applications. The applicator should mark the dust control site
with stakes or flags showing the beginning and ending points.
After the material has been applied, the County will
refrain from blading the treated area unless, it has become so rough as
to constitute a hazard to the traveling public.
The applicant is responsible for keeping the treated
section free from pot-holes. If not done, the County reserves the
right to maintain it so the road does not become a hazard.
This permit is valid until October 1 of the year
issued, after which the County reserves the right, regardless of actual
conditions to re-blade treated areas in order to prepare the road for
winter.
The permit applicant understands that by signing this
permit they assume full responsibility for any and all liability
resulting from this treatment of a public highway.
