| The IDOT has divided county secondary road
expenditures into four major categories; Administration &
Engineering; Construction; Roadway Maintenance; and New Equipment &
Operations. The Roadway Maintenance is further divided into
categories of Bridges, Roads, Snow Removal, Traffic Control, and Road
Clearing.
Clinton County is responsible for design, inspection,
and administration of all secondary road construction. The
majority of the funds for rehabilitation and new construction come from
State and Federal Aid Fund or the Farm-to-Market Fund. However,
state and federal funds on Farm-to-Market roads are generally paid for
directly by the IDOT and will normally not be reflected in the annual
budget. The cost of bridge construction by county crews and the
20% matching monies will come from local funds.
