The Engineer is
required to submit an annual budget and construction program to the
Board of Supervisors and the Iowa DOT. The budget should reflect the
road maintenance needs and construction improvements expressed by the
Board of Supervisors, within the limitations of monies available. On or
before April 15 of each year the Board of Supervisors, with the
assistance of the County Engineer, must prepare and adopt a Secondary Road construction program which must include a project accomplishment
list for the next fiscal year and a project priority list for the
following four fiscal years. The secondary road budget and construction
program is subject to the approval of the IDOT. The lists shall be based
upon estimated local secondary and Farm-to-Market construction funds
available for the periods. The project accomplishment list and annual
budget may be revised only due to unforeseen circumstances and any
revision must be approved by the IDOT.
The IDOT need
approve only the type and manner of construction; the priority of
improvement of secondary roads is within the sound discretion of the
Board of Supervisors. Prior to program approval any proposed grading and
paving projects will be reviewed by the IDOT against the 50 point
requirements. Upon final adoption of the comprehensive road program, it
is given to the County Auditor for recording in the county road book.
