| A Protective Payee provides professional
financial management and budget counseling for individuals and families.
Persons who receive disability benefits or other
federal benefits may be required to have a "protective payee"
to handle their financial matters. A payee can be a family member,
spouse, friend or other interested party. The Benefits issuer is
responsible to make a decision about whether or not a benefit recipient
may need a payee based on information provided to them.
Clinton County provides a public protective payee for
persons who receive disability benefits from Social Security
Administration, Veteran's Administration and/or Department of Human
Services. The Clinton County taxpayers and the clients of the
payee service fund this service. There is a flat fee of $8.00 per
month for each client for the payee service. Clients residing in a
residential facility or nursing home will only be charged $5.00.
No client will be charged if his/her financial circumstances keep them
from affording the charge.
Referrals are made by Social Security, Department of
Human Services, Veteran's Administration, Physicians, Case Workers, etc.
Once accepted as a client of the Payee Service, persons may contact the
Protective Payee Service by calling Jean Horan at
242-1881 to schedule an appointment. Enrollment is limited and is
based on the applicant's circumstances or urgency. Office hours
are Monday through Friday from 8:00 a.m. to 4:30 p.m.
Eligibility Requirements:
Persons applying for admission into the Clinton County
Protective Payee Service must meet the following requirements:
- Must have a primary disability diagnosis of mental
illness, mental retardation or developmental disability; and
- Must have been determined by the Social Security
Administration, Veteran's Administration and/or the Department of
Human Services to be in need of a payee, and has no family member or
friend who is able or willing to assume payee responsibilities; and
- Must be a resident of Clinton County at the time of
Application into the Payee Service and have resided in Clinton
County for a minimum of 90 days preceding the date of application
into the Payee Service OR have legal settlement in Clinton County.
Responsibility of Payee Clients:
A payee client, once accepted into the Payee Service,
is responsible to abide by the rules and regulations established by the
Payee Service. Any client who does not abide by the rules and
regulations is subject to DISCHARGE FROM THE PAYEE SERVICE.
The Clinton County Payee Service reserves the right to
discharge clients for repeated violations of the Client Responsibility
Rules. |
