The Clinton County Board of Health
subscribes to the concept defined by the World Health
Organization as "a state of complete physical, mental and social well
being and not
merely the absence of disease or infirmity. The enjoyment of the highest attainable standard of
health is one of the fundamental rights of every human being without distinction of race, religion, political belief, economic or social
condition".
The Board further believes that
the Public Health is "an organized community effort
aimed at the prevention of disease and promotion of health" as
defined in The Future of Public Health. To this end, the Board commits the Clinton County
Health
Department to provide a high quality of health care essential to the
improvement of physical, mental, environmental and social conditions in the community.
The Board of Health subscribes to
the concept that Public Health Services:
1. are a basic human
right
2. must be available, accessible, and coordinated with other human
services
3. are planned so that care is continuous throughout the system of health
care
4. are provided in the most cost effective way possible
The Board of Health believes that
a knowledge of the Health Department's programs and related community programs is essential so that the Board member can
have insight into present community health needs as well as needs of the
future.
The Board of Health believes:
1. each member should contribute
according to the individual's talents and expertise
2. a productive Board meeting requires the participation of each Board
member
for the benefit of the community
3. responsibility for Board action is shared equally
The Board believes its members
should monitor and evaluate the functions and the
purposes of the Health Department to ensure that:
1. services to the community are
at the highest
quality
2. community health needs are being
met
3. available resources are being
utilized
4. services dictated by County, State, and Federal laws, rules and
regulations
are available
